Well, technically, not necessary. You can send/receive emails with a dynamic IP address. But the problem is, most spammers use dynamic IP address to send spams too, so many ISPs block dynamic IP addresses directly to stop spam. That's why a static IP address becomes "necessary".
Since i could send a message from thundrebird to my mail server via internet but i could't to another domain (like gmail) that means my problem with static ip
