New install - Ubuntu - Can send mail - cannot receive except locally

I can send mail (after disabling clamav, and other mail scanners) but cannot receive mail.

i am able to receive mail locally though. like if i send an email to postmaster@thesecond.org from postmaster@thesecond.org it works. Nothing showing in log file about incoming emails being rejected.

I have been trying fix this for 3 days, and 2 server wipes and fresh installs later.
